In 1999, the Charlestown Economic Development Authority (CEDA) commissioned Saucier + Flynn to conduct a development study on a fifty-two acre parcel of land located on the entrance corridor to historic downtown Charlestown. CEDA wanted to guide local development while at the same time protect the rural character and identity of Charlestown.

To guide the future development of the property the planning team established a set of four planning principals. First; a 75’ – 100’ greenbelt would be established along the entire frontage of the Route 12 corridor. Views into the site would be acceptable but they must be filtered by a mixed planting of hardwoods and conifers. Second; development of this parcel should be a catalyst for improving Fling Rd. Third; development options should acknowledge the site’s strategic location at the intersection of Routes 11 & 12. Fourth; a mixed-use development that includes conserving a portion of the land for recreational uses should be considered.
